Heavily dependent on tourism, Cyprus suffered a dip in its economy over 2002–3 as visitor revenue fell by up to 50% in the wake of the events of September 11 and the war in Iraq. The stock exchange is still struggling after its collapse two years ago, and M&A work has declined. Cyprus has entered the final stages of preparation for EU accession in 2004, and all chapters in the accession programme have now been closed. Legal harmonisation has led to numerous changes to the way businesses operate in Cyprus. The financial services sector will be more closely monitored following the recent appointment of a regulatory authority. A new law will open opportunities for Cypriot and non-Cypriot companies to provide financial services, and lawyers anticipate increased demand from foreign banks operating in Cyprus. A new tax regime came into force on 1st January 2003, introducing a uniform rate of corporation tax for domestic and international companies. Though this has taken away certain privileges previously enjoyed by offshore companies, the tax regime is still attractive to multinationals and in general the changes have been positively received. Many hope that EU entry will act as a political catalyst for the re-unification of Cyprus. The island's North-South divide dates back to 1983, when Turkey declared the area it had occupied since 1974 the Turkish Republic of Northern Cyprus. This region is currently recognised by no country except Turkey, neither is it recognised by the United Nations or any other international organisation. Turkey's chances of gaining EU membership hinge on its willingness to recognise the legitimate government of Cyprus; however peace talks held in March 2003, sponsored by the United Nations, failed. Cyprus will be in a position to participate in Turkey's accession negotiations when it enters the EU. |
